Question about vac bans

Question about vac bans
Is that true, if I play let's say ten wins with my friend and after that he get's vac banned and I lose those ten wins is it harder for me to rank up after that I played with hacker? And second question this is not about vac but if I buy new account and my old is in silver 4 rank so I can not get higher than that?

It will be harder for you because you'll be playing with people who are legitimatly better (higher rank) than you.

Okay that's not problem I read somewhere that it would give you minus for your elo what you earn. I didn't believe that so I just wanted to confirm that it's not true.
