VAC and Library sharing?
If I have a VAC ban on 1 account and share the games on it to another account, can I play the game without VAC on the second account?

Since VAC bans are only attached via accounts, I'm assuming you can. 
Yeah sometimes if your already vacced it can transfer it has happen to me
You'll still be VAC'd and it'll ask you to rebuy the game to play online
