Helpserver.exe problem with port 80

First of all, it's not Skype so please refrain from mentioning it please.

The message states:

Unhandled Exception: System.Net.HttpListenerException: Failed to listen on prefix 'http: //*80/' because it conflicts with an existing registration on the machine.
at System.Net.HttpListener.AddAllPrefixes()
at System.Net.HttpListener.Start()
at server.Program.Main(String[] args) in c:\Users\Huntingskill\Desktop\rotmg ps\Private Server\server\Program.cs:line 26

I've had this problem for over a year now and can't figure it out. I've deleted skype and it still didn't work. I port forwarded, didn't work. I tried localhost 'ing, didn't work. I'm out of ideas and google/mpgh hasn't helped a whole lot. I haven't seen much of this issue floating around so if anyone could give me a hand or two that'd be fantastic.

The problem happens when I double click the 'server.exe' file. I have also tried compatability mode for Windows 95 and ran it as an admin. My firewall is also turned off.

Change the port of apache or stop the apache server
To change the apache server in xampp go to config and click the first one it will open a notepad search for listen 80 and replace it with listen 800
