Big problem with DL'd .exe files

Starting from about a few days ago, every .exe i downloaded always produced an error message about windows being unable to access the path, and saying that i may not have the specific privileges to access it. But every path correction i make results in the creation of some DOS file, but after that the .exe still doesn't work, and I'm on the Admin account for the computer so its not privilege issues.

Kick your computer.
