How exactly are people able to speak in "Global Chat" if that is server sided and controlled by the server's operator (Admin, Mod, etc)?

I know you want to keep it a secret, because I mean well... What would Shadow Gaming be without Fonzy coming in and exploding everyone and saying the usual "this is the server admin speaking we will be doing a server restart in 10 seconds please log out", etc, etc.
