Steam offline mode .... VAC enabled?
You know if in offline mode VAC is enabled?

That has nothing to do. VAC could also scan your computer, and when u online, send to servers the information.

Yes it is, you can use -insecure in launch options to disable it.

That only disables VAC3. Valve can still detect cheats when using -insecure.

In offline i think vac is still enabled, but if you want vac to be disabled type -insecure in launch options.

just go in to a game and type status in console. You will find if the server is secure or insecure.
