The video are pretty much detailed enough.
But here's a text version.
1. In your game, go to Inner City.
2. Ready your cheat engine.
3. The game will start its loading.
4. Once it says "Connecting to game server..."
5. Open process plugin_container in cheat engine(if you're using firefox).
6. Then quickly tick the Enable Speedhack at the right side of cheat engine. Slide the bar to 0.0 and click apply.
7. If you succeed, the dot at the end of "connecting to game server..." will stop moving.
8. If the dot still moving and the map loads, that mean you failed, refresh the page and restart from step 2.
PS : If there are 2 plugin_container.exe in your process list, select the lowest one if you're entering the map for the first time (by clicking inner city). Select the first one only if you're entering the map after you already entered it. Such as you're logging in after logging out while still in the city.
Gambling hack aren't possible(said by eteran). But still, don't make the game too easy. With all this hack, money pretty much is like raining on the roof.
