What I would do is make a new layer, get out a soft brush, make random dots of light, and put it on linear dodge to make this shit pretty picture happy

The colors just don't match well..just looks like a bunch of grunge brush that got spammed out..
The lighting is way too random as well.. Not sure if you doged those spots or used the old soft brush on color dodge..
but it just doesn't work well at all.

If you like making backgrounds I would suggest doing patterns,
or better yet mess around with custom shapes. At least you would have some better quality.
