Also, it seems you didn't know this: If you go to change your avatar and pick one that "doesn't fit" it will automatically shrink it to the maximum size you can have. So you don't really need to worry about that as much as you think.

Freeware=/=Good.
Photoshop is free if your torrent it, has way more options.
However, if you play by the rules, go with Gimp.
