SolvedStuck on creating acct?

So I decided to create a new account and start semi legit, but i get stuck on "sending" part of sign-up. Idk if nexon was still able to ban me from making new accounts, but about a year ago nexon banned my ip from making new accs, and right now I just switched Internet provider, is it because I'm on my iPad or they still somehow still have me banned ._.
