The weaker your internet, the delay gets to your PC much slower, causing higher ping.
The stronger your internet, the delay gets to your PC much faster, causing lower ping.
The terms "fast internet" and "slow internet" generally mean "faster delay" and "slower delay".
So, go get lower ping, like 0 or 1 like you mentioned, you just simply need a better internet, and must live in Canada since CF NA is located there.

You need to live pretty much near the server to get 0 or 1 ping . There are servers in the UK too

That can only be used to have lower fps, ping will stay the same.

FPS and ping are two different subjects @Royce
FPS basically regards the graphical quality of the game, and ping decides the connectivity. Gamebooster only helps the FPS, not the ping.
OP: Is it even possible to get 0 ping? You'd need good Internet as a must, and you would most likely need to live near their servers.

I'm not sure if even 1 ping is going to be possible. I mean then that internet is like...
live closer to the designated server. upgrade your internet service.
