I start the game, it loads fine. When I get to this page (http://i.imgur.com/b9zLk.png) it closes and gives the error provided below.

I've reinstalled the game, redownloaded directx 9. Still getting it.
Looks like a D3D error.

My best guess would be to make sure you have installed the DirectX 9-11 packages, and all MS .NET things.
It seems like it wasn't able to create a texture from that notice banner. See if the folder exists and that file exists, and if it has permissions to access it.
Apparently with NOD/ESET you have to manually disable Parental Controls in order for it to work. So this is solved. @Drake
