It's an anticheat.

Replying with experience here, client side anticheats never work if there's any people making cheats for the game. Just hope you're planning a serverside anticheat

Not my project and I don't care how OP decides to tackle it. Anticheats will always fail :P

OP is better off just hiring a team. Hasn't given any specifications and wants web design, app coding, and gamehacking. That's a lot of work for one person, hope you're willing to fork over a lot.
