Please help me, when i want to select a new character dlc. I can't, it says : You can't use this dlcs cuz you don't have it or not download it [..] ( sry 4 my bad eng ) [ Or i need to do the [Release] Borderlands 2 Save Editor ? ]

I'm not entirely sure what you're asking of me.
If you're asking to get the heads and skins that becomes available when you own a DLC.
Then no, you can't get those unless you have it. However, you should be able to load up the save and cash in the ones you have available in the base game and whatever DLC you may have.
