He steal my locker keys all the time, He doesn't give me my locker keys back until 5 minutes later, throwing it like"piggy in the middle"

nope...Ever since i learnt KungFu(wingchun), i keep taking self defence too far....But the Criminal Law Act 1967 states:"Self-defence is part of private defence, the doctrine in English law that one can act in ways that otherwise would be illegal to prevent injury to oneself or others, or to prevent crime more generally"

You can go to Front Office and just get a new one. They change the locks too...

It's not illegal and what he was doing was stealing (Theft) and also is against the law.
