My friend bought skyrim on PS3 then he linked his ps3 to steam and suddenly he got skyrim on steam.

I never heard of such doing, the only relation between PC & PS3 is that you can play Portal on PS3 with people that play on PC .

^ Steam is available on PS3, but about the games being linked, I have no idea.
Feels like they should if you log into the same account, as long as they are supported by both machine and dirty console peasant.
