Download and use the registry cleaner that's available in CCleaner.
https://www.piriform.com/ccleaner

Then depending on how well you know your computer, shut off everything that's on windows-boot/autostart that you don't recognize or that isn't used.

Then reboot.

I'm going to assume it's this file. Have a look here and see if it doesn't resolve anything.
