You could always use cable ties (buntband in Swedish) to stop the blood flow. Maybe you should put a bag of ice on it for a while before cutting.

You should use one made by metal so it won't come off too easy. There're also certain metal ties that you screw on, each turn on the screw makes it tighter. They are a lot stronger but may be more difficult to put on if you're out of time.

I think a regular knife will do fine. Try to do it in one nice and fast cut, if you saw or tug to much the tissue will get more damaged and cause more bleeding. As far as I know you you wouldn't wash another mans crotch, so to prevent infection you probably need to pour some disinfectant/bactericidal fluid on and/or burn the wound. Burning the wound will also stop the bleeding.

I don't believe that you need a tool that big to cut the balls off. It will probably just get in the way.
