[RELEASE] iphlpapi.dll with error logging and allows configurable hotkeys

Description:
- Should work with any version of Payday 2 because it uses signature scanning for injection.
- Logs error messages.
- Allows multiple keys to execute different scripts.

Instructions:
1) Put iphlpapi.dll and iphlpapi.ini in your Payday 2 folder (alongside payday2_win32_release.exe).
2) Configure iphlpapi.ini. Add as many keys as you want (you can add more than the default 3).
3) Run Payday 2.
4) Enjoy.

Q: I'm missing MSVP110.dll / MSVCR110.dll / etc?
A: Try installing Microsoft Visual C++ 2012 Redistributable Package (x86) or Microsoft Visual C++ 2010 Redistributable Package (x86) and if that doesn't work, just google the DLL file, download a copy from one of the many DLL repositories online and put the DLL in the Payday 2 folder.

Dunno. I am only trying to be helpful. I try to censor more and more of the upload's contents every time I upload but they dont even like abbreviations of censored names. So I just gave up on trying to upload the files and now I will just post updates here instead. Saves them the trouble of having to check the upload.

Did you put your script.lua in the same folder?
