Actually people with no vests on can still take 1 bullet sometimes.
People call it "tanking a shot" I got hit by a l9 with light vest. I SURVIVED!!!
I think it's stupid.

i tank l9 shots with the light vest all the time
it depends on where you hit them
head/chest = 1hit ko (Sometimes with heavy vest too)
legs/arms = no beuno
