Hello, there's actually a big difference between the things you listed. Some laptop CPUs use a stripped down version of the full desktop CPUs cause you have a cooler in a desktop but nothing remotely close to that in a laptop, so you are usually passively cooling the CPU, which means its more prone to thermal throttle earlier , although this is becoming less and less today. Now for your first question, the i7-4770k is better, firstly it uses a newer 1150 chipset. It has 8MB of L3 Cache, and its more power efficient than the i5. The i5 is using a older generation of Sandy bridge while the i7 uses Haswell which is great not only for overclocking but again its very power efficient. When looking to buy PC parts you want to buy the best and newest that you can afford as it will have the longest longevity in the end. So I would recommend the i7-4770K for sure. You also have to realize another thing, for just pure gaming, you won't utilize a lot of processor use. You want to mostly focus on your GPU as games are becoming more and more GPU reliant.
