Apple Refund question

I did 3 apple refund already, but im out of address and stuff to contineue. but i wonder how did the method work? i dont need to explained detailed method. i just want to know who did refunder blamed and why it can be signed?? the questions bugged me for almost a year and i just wanted to know. Im leaving US anyway, can someone pls kind enough to give me a hit or tell me a bit about it.

ya i think the same 2, but pls just give me a hit on why can signed is fine and is it blaming on person who signed or driver ( i dont want my friends get in trouble by letting me use thier address)

Yes its a hard business and very few people can do it.

not the whole method. but i guess im asking why the package can be signed and i think thats part of the method. also i want to know which side of people is refunder blaming (person who signed the package or carrier), if not them then all good. caz i want to pick address that i dont really care or i can easily bs my friend to let me use their address.
