cpp or c is very bad for complete begginers, you have to manually manage memory or risk a memory leak.

I would suggest VB because it has simple syntax and automatic garbage collection.
False. C++ is the only language I would suggest for a complete beginner

I agree with this.

Can you help me out then?
Visual Studio 2015 Community Edition is free and offers everything you'll need for C++, C# etc.

This post is pretty old, probably shouldn't have been ressurected but ayy. At least you guys provided some answers I guess.
Brainfuck, only 8 characters, sounds easy, right?
The best coding programs I have found have been in beginner books. Find you a good intro to programming book with plenty of examples and exercises. The Deitel books are a good choice.
Yes, C++ is a great language to start with here are some good IDE's: Visual Studio, Codeblocks
I would also recommend VB as a beginner language or even JavaScript (yes i know its scripting not coding). but honestly i learnt java in school as my first language, just 1 hour a day 5 days a week for about 4 months and i was able to write some pretty good code. you really just have to choose a language and stick with it for a while. the beginning is rough but once you get the hang of it its actually really easy!
I'm looking to learn coding too. Thanks for the help, guys!
C++ in CodeBlocks and you're ready to go
