Instructions for fix.
Locate the following path, you can do this by pressing the Windows Key on the bottom left of your keyboard, then pressing R at the same time, and copy pasting the past and be sure to change "YOUR USER HERE" to your computer's user. Or you can go locate the path manually if you know how.
C:\Users\YOUR USER HERE!\Games\AVA\ava\Binaries - Then check if AVA.exe or AVA (if you don't have the extensions enabled.) is run as admin by right clicking it -> Properties -> Compatability -> Run this program as administrator (make sure it is unchecked.)

I followed your steps on how you're starting the cheat. Try to not run AVA UAV.exe as administrator (when I ran it as administrator, both AVA and the cheat immediately close, I assume Initialization Procedure failure causes this.) if that still doesn't work try disabling your anti virus and try again. I'm not 100% sure, but the anti virus can also be causing that issue.

It's an access denied error. Either administrator privileges aren't met or there is a software on your machine that is preventing the hack from executing.

Please note that it might not be just the anti-virus as the culprit.
If you have Deep Freeze software installed you will need to remove it.
Make sure you are starting the launcher directly from: \Games\AVA\launcher.exe
