It's what hosts the local HTTP server.

It also makes sure you don't open more than one PolyLoader, for example if you already have a PolyLoader.exe opened, when you try to open a new one it will just focus the window of the old one instead.

i think i am already wrong with those argument for vcvars32.bat.
