You aren't going to be anonymous no matter where you host it if your ISP gives data to the government. They still see you visiting the server and logging into it, so they know that you own it.
This is why I don't understand people who think because they configure a proxy or use a VPN that they're anonymous. They may spoof the websites they visit but they aren't anonymous. Your ISP still handles all the requests coming in and out of your VPN.
There's honestly no reason to even be doing something illegal if you aren't trying to make money from it. Just keep it private and nobody will notice.

most streaming sites are basically a link off somewhere else instead of having to upload your own from scratch which can get you in big trouble.

Only 1st connection takes a bit longer as it has to create a new circuit for the website.
Later it's using the same connection again and again without noticeable delays.
+ if you say that tor is slow why not to donate some money to it and make it faster?
