tbh 70 degrees is really not that bad if its while playing games. My 4850 usually gets up to about 50 when playing high graphics games, so 70 isnt extreme. Its not great or normal, but once you start pushing I would say 85 or above is when you are hitting dangerous temps.
Take your card out, and if you feel up to it, take the cover off and give it a really good dusting. If not just blow on it really hard til you get some dust out. Make sure you comp has good airflow too. A good dusting every month or two will help that.

if you think yours is bad, my cpu jumps to 100 just from msn+skype+chrome

Try replacing the heatsink glue that helps it from overheating

GPUs tend to run much hotter than CPUs, I wouldn't worry too much, my GTX 470 gets up to 90C when its folding if I have my fans at 40% its true that you should start shitting bricks at 100C
Mine never overheats and guys it's solved
