You don't have to change the file type to read it, you could just have opened it in notepad.

It won't open for me if it is file
and I cant make it open with anything if it's file

Close notepad.
Open it as admin.
Open the .txt version of your hosts file.
Edit as desired.
File-> Save as.
In the drop down menu for file type, change it to 'All files'.
Find your real hosts file.
Click it ONCE.
Click save.

What do you mean it wouldn't open with anything... if there was no default program, it will ask you to find a program to open with and you open it with notepad...
