No one's spelt out anything, what they're doing is guess-work. You either have the hack or you don't, simple as that. For all we know, all speculation in this thread is 100% wrong.
As for Hell_Demon, he's a contributor, ofc he'll be able to figure something like this out. But Vindictus devs, they don't know very much about the game. They can apply/translate patches, create events, check databases etc, but all real development work comes from Korea. In order to write a patch, they'll probably have to communicate with the main team. Nexon is a publisher, not a developer.
And from what I've been hearing about this hack, it's ridiculously simple. All it takes is some insight, some days you have it, some days you don't. It's the type of thing that's right under your nose.

It's just a database file. No commands in there and you aren't capable of implementing changes you made in the db to the game. All modified HFS files do not work.
I'm guessing there's no command required for the enhance runes. The bug just lets you use the runes even past +10.
