You usually get that during maintainances, but you can get it when it isn't. It means that you, simply, can't connect to the CA server. It should be fine after you restart. 
Flush your DNS cache and you should connect to the server, happened to me almost every patch.
Open the Start menu.
Go to Run.
If you do not see the Run command in Vista, search for "run" in the Search bar.
In the Run text box, type: ipconfig /flushdns
Press Enter or Return, and your cache will be flushed.
