Why?

Why are the sections General Hacking and Exploiting not so active?
I also don't see much tutorials that are easy to understand for beginners and such.
Just a question , not being offensive to anyone , but do any of those people in that section even know their stuff?
Such as doing a blind sqli injection or even correctly sql injecting a site and extracting its data.
