Can i make a new account in paypal without having a card in it and send,recieve,gift money? and buy things from z8 and ebay? answer me in all those please,thanks

Yes, I think. Paypal uses money from the Paypal Balance. If there wouldn't be enough, it'll just use your credit card money. Correct me if I'm wrong
