There are plenty of hardware issues and associated software issues that can prevent an installation from running or completing. Hell he might have installed incorrect drivers and you guys wouldn't know because you don't even know what he needs drivers for.
Who uses disk drives?
He stated that he torrented them before the post you just made.
As for the rest of your post, when I built my PC I was able to install games before installing my GPU drivers.
As for Mobo drivers, I had installed those first chance I got.
Also, instead of arguing you could of simply given him some help.

He did say that, he also said he could install NBA but it wouldn't run. There could be a number of causes including hardware and software. Don't be mad just because you're incompetent. Hell I even posted a solution and a direct link to the problem and tutorial. Took me all of two seconds.

And you won't be able to help to the best of your ability without knowing his specs. The first step in any and all PC troubleshooting is finding out the specs (after rebooting of course). Until then you're assuming that everything hardware wise is fine and from then on you could potentially be working with an incorrect perspective. Why do you think that nearly every tech support ticket for a game starts off with a spec list and a dxdiag report?

Oh, name one for me.
On my laptop I can install a lot of games even though I haven't hit the min requirements. Those are just for guidance/warnings, not to outright not let you play the game.

Try reinstalling drivers, including your motherboards drivers.
If that doesn't work try downloading a copy of windows/Xp/7/8 and burning onto a disc.
