Scripting help please?

hey guys..
is it possible to execute any command/script globally?
for example...:

player addAction ["Please", "Help"];

is it possible to execute this globally?
and... i know this isnt a real script... i just used "please help" as a useless example.. because i dont want to release the script
I often execute this command ("help") through the debug console... but it gets annoying, i want it quicker in a scroll....

with globally you mean, every client on the server got an action in the scroll menu?
