There was one app i had on my old s4 (rooted) called wifikill which let me connect to any wifi and if i could gain admin to the domain then it would let me kick ip's off of the wifi etc.
not too sure if you would get it on a jailbreak but ill see if i can on my ipad2 (jailbroken)

Just get a booter
You can attack local IPs connected to the same router.
Doubt you'll be able to saturate it unless you're wired and they're wireless.

Its posible, but only with mobile.
You could always build and program your own network jammer to block only certain IP's but unless you buy a millitary grade jammer (lol), you'll have to put the thing right next to the pc, assuming it's using wifi. just go to the pc and place some fake wire :P
You need a rooted divice for it other wise it won't work, then download an app called: Networkspoofer.
Backtrack has everything you need.
