What does Boosting accomplish?

What does Boosting accomplish?
I understand that there are MANY people offering boosting services.
But my question is, do these services actually rank you up, or just give extra wins? Because wins don't mean a whole lot.
You may have 100 wins and still be silver 2, So if the service just offers wins, It seems kind of pointless.

Am I missing something, or is it just for people who want boosted wins? Thanks!

People offer price by rank and also price by win. While price by rank might be more expensive it is not the right way to go if you know you only need 1 or 2 wins to rank up.

It depends on the seller, some will have you pay for ranks and some will have you pay for wins. They both boost/help you boost either way.
