Is it possible to make the Cover Ops helmet for Axton with it? Also i tried to get more Gold Keys but didn't work, any idea?

It's entirely possible to change the currently active helmet on any characters, unless they are paid content.
If you want all the helmets look up the skin-save I have posted and you should have all of them, not including the paid ones, as there's verifications going to and from steam to see if you do have them.

The save editor is used to modify values in your character save. Such as money, skillpoints and the like.
You can also level your weapons and other gear to your level.

You should look into the tutorial that's available in my signature.
