sometiems it happens u just need to keep opening like 5 times at it should work if it doesnt then restart ur computer

I don't have time, atm, to check if anybody already responded to you, but the most likely reason is your anti-virus. You may have clicked a wrong button or something of the sort, which does not allow the program to work, or it just believes it is a virus. Try adding it to an exceptions list, see if that works. If not, try to restart your computer and see if it gives you the option to select allow. Good luck.
